My visa application was re]ected twice by your office (file No. 123 456 789). Iunderstand that it is your duty to prevent potential immigrants, or people withoutsufficient money from entering Canada ,in order to protect Canadian public’s interests.However ,I strongly believe that your rejection to my application is not fair nor reason-able because of the following reasons :

l. My husband and I do have sufficient ties to our home country which will "ensure ourdeparture from Canada" after mv husband finishes his Ph. D. program from the Uni-versity of Nova Scotia.

My husband, I.iu Aixue, now a Ph. D. candidate at the Institute of Space andAtmospheric Studies in Nova Scotia University, is a talented young space physicistwho has achieved China national prominence in his field. He graduated fromTsinghua University , China’s most prestigious university , and also has a Masterrsdegree from China Academy of Science , the highest research institute in China forscientific researches. He has been doing research work in the Space Research Centerof China Academy of Science for six years. In 1994, he was awarded the "ABCPrize", the top award in space physics in China , for his brilliant scientific researchwork .

My husband and I will NOT violate the stipulations of our visitor’s visa in Canada be-cause,without legal status,it is impossible for him to find a job in Canada due to thenature of his space science research. And because of my husband’s high status andbright prospect in the field of space’ research , it is unimaginable for him to abandonhis research in order to remain in Canada illegally. Doing space researcb is the onlything that my husband is capable of doing. He would HOt trade his brilliant careerfor a dishwasher’s job in Canada,and worse yet,an illegal job.

The University of Nova Scotia is not the top university in Canada ,but the programmy husband studies IS. Dr. Alan Meison,my husband’s Ph. D. supervisor at the U. of N. S. ,is the world leader in this field and is one of the twelvedirecting editors at J. A. T. P. tthe Journal of Aerospace Technology Physics) , theworld-leading magazine for my husband’s science. Dr. Meison is the only Canadianrepresentative in this authoritative magazine. Dr. Meison offered my husband a Ph.D. scholarship after my husband published a major thesis in J. A. T. P,which Dr.Meison edits. My husband is scheduled to finish his program for about four years.The seientific achievement and the good luck that brought my husband to Dr. AIMeison the world leader in slxace physics should not be the very reason thatpunishes his family.

I would like to present one more fact that may help you to determine that myhusband WILL leave Canada after his program: from April 1993 to October 1993 ,mv husband visited and did research at KGE Institute Fur Aeronomie , Germany?svery number one research center for space physics. My husband returned fromGermany as scheduled even though he did have opportunities to stay for a Ph. D.program. We are law-abiding people and will always do the same no matter it isGermany or Canada."2. With a take home pay of more than $ 13, OOO CND annually, I myself is also asuccessful young professional in China. I have been working for Hitachi at its BeijingHeadquarters for six years and am the supervisor of the Planning Group of HitachiChina now. My salary is at the top range among any female employees in any ofJapanese companies in Beijing. My career at Hitachi is built through my languageskills in Chinese,Japanese and Korean. It will take me another five to ten years tostruggle with English just to get a lower income job in Canada. At the age of 30 andat China’s economic boom,I am not gning to force my own life from prosperity inChina to poverty in Canada. I will be crazy to abandon my good life and good careerin China to work as a waitress,or best of all,as a secretary in Canada. The brightfuture and great prospect that summons mv husband back to China will also compelme to return.

A net income of $ 13, 000 CND per year in China,l am very proud that my currentsalary is no lower than many female workers make in Canada.

I have saved enough money to support both my husband and myself and even toraise my husbandls living standard in Canada. Suspecting other Chinese applicant’sfinancial ability may be a reasonable practice, hnwever , refusing my visa on thegrountl of insufficient funtls is just not right because of my long time good salaryhistory with Hitachi.

3. A promising young scientist my husband ,and a successful young professional myself ,we are among the best people that deserve a visitor’s visa. I do understand that manyChinese students during the past did not return to China as stipulated by their visaterms, but time has changed. The case of me and my husband characterizes the newlife pattern for the generation of young educated people. We have good life here ,wehave good career ,and we just want get some Western experience to make our futurebetter in China.

4. Last but not the least,I want to tell you a plan that we killed two years ago. SomeCanadian immigration consultants and lawyers referred by our friends approached usto ask us applying for Canadian independent immigration because they say that myhusband has a strong qualification (he speaks fluent English) . Thousands of Chinesepeople did send in their immigration applications to your Embassy. But we never dideven though we could. Had we applied two years ago, we would have had ourimmigration ’visas in hand today and do not have to struggle for the visitor’s visanow. We did nnt apply for immigration beeause we are not interested inimmigration , but I am being punished for "immigration intention" because I did notsubmit my immigratinn applieation.

Based on the above statement, I respectfully request that you re-evaluate myapplication for a visitor’s visa to see my husband. Your favorable consideration isgreatly appreciated.
