  All the best

  December 21, 2002

  Dear Visa Officer

  BONA FIDES OF STUDY

Since my English is not good as you may have been aware, I think a letter in better English may be conducive to clear explanation of my genuine intention to study in the UK. I’m absolutely of no mind to apply for entry clearance purposely on this date as others may think you have a good mood which makes it easier for their applications. Since my start date of language courses is closing in, I have to reapply as soon as possible.

I think the previous refusals are unfair and biased.

This is my THIRD time to lodge an application for entry clearance as a student. My previous two applications were refused because my explanation to my withdrawal from study in Japan and continuing to the UK cannot be accepted by your office.

According to the Refusal Letter dated 20th December 2002, I’d like to further explain the following key points which were actually clearly replied but not received at my second interview with Mr. Martin. The points are as follows:

  1. My English level

[1] The refusal letter says that ‘you have been unable to demonstrate the ability to communicate in English even at a basic level.’

I’m quite confused that how I was deemed as an English illiterate. There’s no test given during the interview and what’s the concept of ‘basic level’? I believe that there won’t be any law saying that anyone with basic English level cannot be grated entry clearance. Besides, my university studies in Shanghai and Tokyo are entirely in Japanese, which has indeed impeded the improvement of my English. But that should not mean language students cannot embark on a more focused postgraduate study afterwards.

[2]The refusal letter says that ‘you have not undertaken steps or courses to improve your English language ability in China’.

I’m again confused by this reason. I have provided a Certificate of Study in an IELTS Preparation course in Lang Ge English Language Centre which is physical evidence that I HAVE UNDERTAKEN STEPS & COURSES TO IMPROVE MY ENGLISH LANGUAGE ABILITY IN CHINA. Please check this certificate enclosed again in my application.

[3]The refusal letter also says that ‘You do not plan to undertake any preliminary language training before your course’.

Be really honest, I’m even more confused by this reason since the very FIRST course I’m planning to do is an ENGLISH LANGUAGE PREPARATION PROGRAMME. This ELPP lasts 7 months leading only to IELTS 4.5 which is one of the entry requirements for MQP. My study plan is as follows:

7 months English Language Preparation Programme

  9 months Masters Qualifying Programme

1 year MSc in Marketing in a UK university upon successful completion of MQP

In a word, I would be full-fledged for an MQP only requiring IELTS 4.5 after I have taken a preliminary ELPP course in Bellerbys College.

[4] About my ABILITY TO STUDY in another country

I’d like to reiterate that I’ve obtained a Certificate of Accountant in Japan before I left Tokyo, which is quite an attainment for a student especially a student whose month tongue is not Japanese. I HAVE NOT taken any extra prep courses in order to obtain this certificate. That’s why I have 100% confidence in my ability to obtain the required language skill in your country. I’m quite confident that I can achieve the required result in set period after I soak myself in a country where Shakespeare’s language is spoken.

  2. The reason that I withdrew my study in Japan even though my visa to Japan is still valid and change to UK

  [1]What I want to be?

As stated in my Study Plan that I want to be a Marketing Director of luxuries with international cachet but not in the UK or Japan, just in Shanghai. To realize my dream, I need:

  ? A foreign-educated degree, preferably a master’s degree

  ? Fluency in English

  [2]What have I done?

With this dream in mind, I went to Japan first then after one’s year’s study in Japan I have a total change of heart. I’ve decided to withdraw immediately since I found, although I hate to acknowledge, that Japanese system has the following vital weak points:

? very dogmatic. I memorised principles and rules then I got passed

? takes much longer to gain a Master’s degree. Please find the following Route chart:

  My Route for a foreign-educated Degree(省略)

From this chart you can see very clearly that in less amount of time in the UK I can gain an internationally recognized Master’s degree probably in a distinguished UK university whereas in a bit longer time I can only gain a bachelor’s degree just from a small-time university in Japan.

? I cannot learn English in Japan with their ineffective teaching

  [3]Then what’s my next step?

If foreign education is a heavy investment in one’s life, then I’d rather choose a place where my investment is more cost-effective and worthwhile. I have found I made a wrong decision, and I want to put myself back on the right track ASAP. I would not allow myself to keep using my mother’s saving in such an insensible way. I have fully realized the beauty of British educational system in which CONVERSION master’s degree could be gained by any qualified applicant from any discipline through just one year’s intensive study! I’m confident that after the hard work in MQP I will be fully prepared for a conversion MSc in Marketing from my targeted universities such as University of East Anglia or Kingston University.

That’s why I withdrew immediately from Japan and change to the UK.

As stated precisely in my Study Plan, I want to be a Marketing Director of luxuries with international cachet. With the growth of Chinese living standards, demand for international luxuries is soaring up. With my personal interest and aesthetic in international luxuries, a career in the marketing of these international luxuries would be a tailor-made career for me. But to land a job like that, I must at least have fluent English, a specialist master’s degree in marketing. So the quicker I can earn a specialist master’s degree in marketing, the quicker I can begin my career. Undoubtedly UK is my only option. To summarise it, I want to be a marketing director of international luxuries in China after my study in the UK.

I do know that for more times my application is refused the tougher my situation may become and slimmer my chances are. So this should be the last time I applied for UK student visa, I think this time my explanation is more express and focused. I have the intellectual prowess, commitment and enthusiasm needed to achieve my goal and I hope you will allow me to take a vital step toward this goal in your country. If I had chosen a wrong place to realize my dream, please let me prove I’m right at this time in a country where many dreams could come true.
